This could be the Major Minner mentioned in the "Governor's Register, State of Delaware, 1674-1851" Entry on Dec 8 1824--"The Governor remitted to Major Minner a fine of Dlls. 40 imposed on him by the Court of General Quarter Session in and for Kent county on the 7th Dec. 1824 for and assault and battery by him committed on John Virden; the said remission being made on the payment of the costs by the said Major Minner."
